It's time for our second fantasy baseball waiver wire story of the week.

We won't include anyone who was in Monday's waiver story or Tuesday's other streaming article.

Check out the top fantasy baseball waiver wire options everyday on FantasySP.

Should You Add Angel Martinez?

Martinez is up 5.82% so far today and sits at 20.38% overall.

Martinez has logged eight hits over his 20 plate appearances since the All-Star break. He has three doubles and a home run among the hits, along with three RBIs, five runs scored, no walks and five strikeouts.

He has played in 83 games and gotten 304 plate appearances so far this season. Martinez sits with a .248 average and .272 on-base percentage. He has 71 total hits, including 18 doubles, nine homers and a triple, along with 37 RBIs and runs scored, six stolen bases, nine walks and 66 strikeouts.

Martinez is a utility player for the Guardians, having played four positions so far this season, and five dating back to last year. He's mostly played center field, but also might be eligible in left and right field and possibly at third base too. Him being able to play a few different spots is a way for him to get in the lineup daily, which is the biggest thing for a fantasy hitter's outlook.

Over his past five starts, Martinez has hit leadoff three times and second and seventh once each. He appears to have earned a spot near the top of the lineup, and if that sticks, his fantasy outlook is improved.

We don't have a big sample size from the 23-year-old, but he's trending up and is worth adding in some deeper fantasy leagues now. I think he might top out as a deep-league asset, but he's worth keeping an eye on in standard leagues too, especially if he's eligible at a few positions.

Martinez is most notably gaining traction in dynasty leagues with his younger age. He could be a fantasy asset for years to come.

Should You Add Frankie Montas?

Montas has been added in 4.69% of leagues and is owned in 20.78% overall.

He's another streaming option on Tuesday. Montas will make a night start against the Angels, who are a pretty favorable matchup on paper.

Montas has made just four starts this season, with his first coming back on June 24. He went five scoreless innings against the Braves in that one.

After that, he allowed six runs over four innings against the Pirates, and then gave up four runs over 5 2/3 innings against the Yankees. He bounced back by allowing one run over five innings against the Royals in his most recent start.

Montas is capable of delivering good starts, but he's more of a streaming option at this point of his career. Tonight's matchup for him is favorable enough to consider him in all fantasy leagues.

I like starting Montas most in deeper leagues tonight. His fantasy ceiling is a bit lower because he hasn't worked deep in a game yet, and that's part of the reason why I'd say he's not a must-start pitcher in deeper leagues.

Depending on who all is available in your standard league, Montas could also be started in those leagues. I'd honestly do my best to avoid him though, because he hasn't quite shown enough yet.

He's a pitcher to keep an eye on, but I think he'll top out as a deep-league keeper with standard league streaming value.

Should You Add Miguel Vargas?

Vargas is owned in 34.62% of leagues after a 5.12% increase.

Vargas has been good since the All-Star break, collecting five hits and four walks over 20 plate appearances. He has three doubles and two homers for the hits, while also posting five RBIs, seven runs scored and two strikeouts in that short span.

He has a .223 average and .305 OBP over 400 plate appearances and 97 games played this season. Vargas has 79 total hits, including 12 homers, 25 doubles and two triples. He also has 40 RBIs, 51 runs scored, four stolen bases, 38 walks and 68 strikeouts.

Vargas is an under-the-radar fantasy player, and is likely to be traded before the July 31 deadline. His fantasy outlook could take a massive step forward if he gets moved to a contender, or really just about any other team in the league.

The primary third baseman also should have first base eligibility in your league, and that's massive for his fantasy value too. He's batted cleanup in four straight games, and while that could change with a move to a contender, having better hitters around him will be a positive for Vargas.

I'd be for adding Vargas in deeper fantasy leagues. As I said before, he's overlooked in fantasy leagues and didn't deserve to be owned in as few fantasy leagues as he was. Get him on your roster and hope he joins a contender over the next week or so.

Vargas could also become a good standard league fantasy asset in time, so he's a name to keep close tabs on.

Should You Add Victor Caratini?

Caratini is up 4.31% and is now rostered in 23.08% of leagues overall.

He has a hit in 10 straight games and has collected 21 knocks over 14 games this month. Caratini has three doubles and four home runs among his hits in July, along with 17 RBIs, eight runs scored, a stolen base, three walks and nine strikeouts.

Caratini has a .272 average and .320 OBP over 70 games and 256 plate appearances this season. He has 10 homers and doubles among his 63 total knocks, along with 36 RBIs, 26 runs scored, the stolen base, 13 walks and 43 strikeouts.

The primary catcher also has appeared at first base and as the team's designated hitter, so he's getting in the lineup more than most backup catchers. He's started in each of the team's past five contests, hitting fifth twice and third on three occasions.

Those are favorable spots for him to be in, and he's delivering good numbers, which is why he keeps getting starts.

His numbers, and role, are likely to fizzle out over time, but while he's on this hot streak, Caratini is worth rostering in some deeper leagues. He's not a must-add hitter, but for those lacking a catcher or first baseman, or simply needing a hot hitter, Caratini is an underrated and widely available option. Utilize him before his bat cools off.

Should You Add Jack Leiter?

Leiter is up to 35% rostered after a 4.35% increase.

He's not a streaming option, but is still on the rise after making a start on Monday. Leiter worked six innings and got a win against the Athletics. He allowed two runs on four hits and four walks, while striking out seven batters.

Leiter has been pitching better of late, not allowing over three runs in any of his past five starts. He has a 3.96 earned run average over that stretch, while going 2-2 and covering 25 innings. Leiter has allowed 11 runs on 26 hits and 12 walks, while striking out 27 batters.

He's walking far too many hitters, but he's averted danger with some good strikeout work. If Leiter is able to lower the walks moving forward, he could really be a nice fantasy asset down the stretch.

Leiter has worked 86 1/3 innings in the big leagues this season and has a 4.27 ERA over his 17 starts. He's 6-6 and has allowed 41 runs on 75 hits and 42 walks, while striking out 76 batters. Leiter also worked 4 2/3 innings in the minor leagues, so he's nearing 100 innings.

I bring that up because he's a young pitcher and could have his innings monitored the rest of the season. Leiter only pitched 112 innings last season, so it will be interesting to see how many innings the Rangers want Leiter at this season - the team could also make the postseason, so they have to keep that in mind.

Leiter is worth rostering in a few more deeper leagues, but I'm not quite ready to say he deserves to be rostered in all those leagues. He's a good streaming option in deeper leagues for most matchups, and also can be unleashed in standard leagues if the matchup is right.

Keep a close eye on him, as another strong start or two could get him to that must-roster status in deeper leagues, and maybe even some standard leagues too.
