Hill’s first fine came for his signature celebration. The NFL didn’t flag him in that scenario, but they still reviewed the game and sent him a fine for $10,026, which is the leagues base amount for taunting.

Hill’s latest taunting penalty came against the Oakland Raiders in Week 17. Unlike the first penalty, it was actually flagged by the NFL and is probably closer to what taunting should be, as opposed to Hill’s signature peace sign.
