The Bengals had originally planned to have Smith start at right tackle, but he has missed all of training camp and three preseason games. They confirmed his signing Sunday on their Web site shortly before the start of practice.
Impacts: Smith, the sixth overall pick, was the highest unsigned NFL pick with one week left in the preseason. The Bengals had insisted on paying him less than a player taken later in the draft, Oakland's Darrius Heyward-Bey. HBO's ``Hard Knocks'' episode last Wednesday showed teammates mocking Smith's weight during the team's annual rookie skits.

The team has drawn criticism for signing QB Michael Vick, who was convicted of dogfighting. Tom Hickey of DogPAC says he believes the upshot of the meeting was that the team has a responsibility to battle dog fighting because they signed Vick. Team spokeswoman Pamela Browner-Crawley says the Eagles have an obligation to the community to discourage dog fighting or any animal abuse.

Our View: The league and the Eagles didn't have a problem with the report considering Vick was under control and was not overdoing it, but you have to wonder why this guy would allow himself to be seen in public drinking while he is trying to get reinstated by the league. If he wanted to have a drink, that's fine, but do it at home or wait until you are back in the league. This shouldn't affect his status for Thursday's preseason game.

Our View: Vick will only get two opportunities to play in an actual game before the season begins, so it would make sense that the Eagles would get him as many snaps as possible in those two games. The problem, however, is that Vick has not played in an NFL game in over two years. The Eagles don't want to just toss him out there without the sufficient conditioning or preparation, but look for Vick to play at least a few series, possibly more, in the next game.
