Garcia is returning to the Bay Area after agreeing to a deal with the Oakland Raiders.

Impacts: Raiders senior executive John Herrera told The Associated Press that the four-time Pro Bowler will join the club's offseason workout program immediately alongside starter JaMarcus Russell. Garcia spent the past two seasons with the Tampa Bay Buccaneers, starting 24 games and leading them to the playoffs, but wasn't re-signed by the club.

The St. Petersburg Times confirms that Jeff Garcia will ink a deal with the Raiders.

Our View: The 39-year-old vet will serve as the primary backup to JaMarcus Russell. This could mark the end of Andrew Walter's career in Oakland. Garcia will be returning to the bay area, as he played for the 49ers from 1999-2003.
