According to Jeff Gordon of the St. Louis Post Dispatch, Derek Stanley has a lock on the Rams' kick returning duties this season.

Our View: Stanley won't be worth much in fantasy leagues, but has some value now that he is assured of returning kicks. The Rams don't have many options at receiver right now either, so he will get some catches, but consider him a last resort for your lineup spot.
